To make a really good impression with your going-out outfit, you may need to think carefully about the ideal cut and length, depending on your figure. A good rule is to ignore most of the rules that one hears! They are too generalising. It depends on how long your legs are, relative to height, and width of hips in relation to shoulders, and a whole bunch of criteria. It usually comes down to experience in seeing what works for you.

And keep in mind that it's all subjective, so if you like it, go for it. If you still need some tips, then one rule that often holds true, is the narrower hips (in relation to your upper half), tend to permit shorter dresses, and often work well with a scalloped line (i.e. the outline flows around your upper thighs) to emphasise those hip curves. With wider hips (pear-shaped figure) I think you have more options, as far as dresses are concerned. Scalloped with a long or short-ish fishtail? Or long and swishy? Short dresses can work if your legs are long relative to your height, although traditional advice is for long dresses for wide hips. See what works and suits your taste and personality.
